That's true only if you Windows as operating system on your host. Other 
operating systems can work with the system clock set in UTC and thus 
don't need to adjust the time for summertime (which IMO makes much more 
sense).

That is probably true in all cases, regardless of whether the host system 
is running Windows or not.
