AFAIN, WinXP firewall just allow you to include an application process
in its exception list, which means the process can bypass the general
rules applied to all application process. I believe it is not possible
to create a reule applied to a specific process.

Also, you may specify  subnets which processes in the exception list
would be restricted to connect. I did that setting a fake subnet for
VBox, but it did not prevent it from doing networking with real network.
