What Alexey Eromenko said, and: No, change a setting will not work. You can only copy dynamic -> fixed (which will take a lot of time again) with VBoxManage clonehd, so you need twice the space temporarily. It might be more interesting to create a smaller image and add new images to the guest and expand the filesystem as the need arises (if the guest OS supports that, MS Windows 7 should).
