Linux Host, two Windows Guests

I have been using VirtualBox for a long time since v1.x and haven't run into many problems I couldn't manage. But this one is curious.

My host is a beefy 64bit Fedora 12 install with dual core Xeon and 6GB RAM and ample high performance storage.

My first guest is Windows XP professional 32 bit. It works perfectly by itself. My second guest is Windows 2003 server 32 bit. It also works perfectly by itself. Try running them both at the same time, however, and CPU usage goes to saturation and eventually, the Windows 2003 server machine fails.

Each guest is configured to use 1 CPU and about 2GB RAM.

Is it a known issue that two Windows guests cannot run or perhaps there is something that must be set on these virtual machines to enable them both to run? I use default settings in most instances. It might also help to know that I am using bridged networking settings. I disabled sound on the Win2003 machine but enabled on WinXP.
