This doesn't necessarily mean that you want to use roaming users. Do those
users have static IP addresses? If so, roaming users is not for you...

on how to do this properly. (Note: you haven't provided information showing
that your problem is with vpopmail. Most likely, you haven't properly
configured qmail to begin with.)
