I had the same problem and followed your conversation.

But today it was solved, it don't know how, maybe the deamon user.

The tcp.smtp(.cdb), open-smtp(.lock) are in the ~vpopmail/etc/ directory.
I also created links from /etc to these files.

vpopmail is the owner of all files and vchkpw the group.
The permission of all files is -rw-r--r--.

If you execute the qmail cdb then the owner of the tcp.smtp.cdb is root, so
you
have to change it.
I'm not sure, but one time I cleared the tcp.smtp.cdb file, maybe it works
after that.
You should try it.

the tcpserver runs under the vpopmail user and vchkpw for pop3 connections.

and I think you have to restart the qmail things.

I hope it works for you, I know it is very frustrating when all other's
qmail is
working but yours not.
