I put mine in ~vpopmail/etc, and it works fine. One thing that might cause
a problem is the path in your configure options..
It should be:
--enable-tcpserver-file=/home/vpopmail/etc/tcp.smtp
Rather than:
--enable-tcpserver-file=~vpopmail/etc/tcp.smtp.cdb
This may vary with different OS's, but I vaguely remember this causing a
problem for me a long time ago. But then again, I might be making it up.
