vpopmail databases are completely unrelated to vqregister's except
when vqregister calls vpopmail API to add users to the vpopmail
database.  The dir control table is a quicker way for vpopmail
to figure out how to organize users to cut down on i-nodes.  When
you dont use mysql, it creates structured files with the same
information.  As far as I know, vpopmail does not have any problems
creating the table, and working with the current set of users,
when it is non-existant.
