vuserinfo output

goodday!
    i have  vpopmail 4.9.10 on an openbsd-2.8 
        
    # /var/vpopmail/bin/vuserinfo -v
    version: 4.9.10
    vuserinfo: usage: [options] email_address
    <snip>

    and executing vuserinfo <emailaddress> echos
    information about all the virtual users in the domain.
    and even if <emailaddress> is not a valid user, heck
    even if <emailaddress> is just a single character,the
    above behavior materializes.
    
    is this  *normal/expected*?
