Install problem section 3

Hello.

This is new for me so please be patient.

I have printed out the docs, downloaded the source and am following the 
install instructions labelled INSTALL.

On section 3 it says :-

echo "127.0.0.:allow,RELAYCLIENT=\"\"" > ~vpopmail/etc/tcp.smtp

I get :-

Unmatched ".

Is there something wrong with the INSTALL document ?
