qmail smtp

i recently installed qmail on suse 7.2
w/ vpopmail

all seems fine however the pop3 users can only send
mail to users of the mailservers local domain

[EMAIL PROTECTED]   is fine
however
[EMAIL PROTECTED]  will not send
SMtp says that domain is not in the allowed RCP hosts

i should be able to send to any domain
