I know you have had a little look at TMDA. It probably could do something in
the line of what you arre thinking of?
I have it up and running together with vpopmail and a per user basis. If the
config file for TMDA exists in the users maildir, TMDA is used, else it's
not.

I'm realy impressed of TMDA, and the only SPAM mails I've received since it
was installed I've received through vpopmail mailinglist.

What I realy would like to see, is that the users should be able to
enable/disable the use of TMDA from qmailadmin together with editing of the
different lists that are supported in TMDA.

TMDA is written in python. I did write a memo on installation of TMDA
together with vpopmail. It needs some update, but mail me if your
interested.
