It goes through in explicit detail how to use this, what it's for, advantages, etc. It pretty much boils down to the fact that this patched tcpserver will read the relay information directly from the mysql relay table, and not the cdb file. Unless you have alot of simultaneous relay authorizations, this probably isn't needed for you. Though I would highly recommend the use of this toaster recipe as it makes a very nice system to work with. Hats off to Matt if he reads this.
