vpopmail 4.9.10 is no longer supported.
You'll need to upgrade to vpopmail-5.0 and provide detailed and complete explainations of your installation and testing procedure before your results will be meaningful in any way. My guess is that you are testing quota's by sending emails that are less than 1,000 bytes or you botched your installation in some way.
