For anyone interested, I think I've found a way to limit imap and 
webmail (squirrelmail) access separately.  By default, the NO_WEBMAIL 
flag was only applicable to sqwebmail.  But I've modified courier-imap's 
imaplogin to recognize if couriertcpd is listening on port 80 and then 
change the service variable to "webmail" rather than "imap".  I've had 
to go through some hoops to limit webmail access when using imap and 
squirrelmail on the same box, and this allows me to utilize vpopmail's 
built-in access restrictions instead.

Just a hack, but if anyone wants the patch, let me know.
