Has anyone run into this problem before?

It turns out that in all versions of RedHat Linux between at least 6.2 and 
7.3, /bin/ps will refuse to run when called by a "c" executable (like 
vqadmin.cgi) running SUID root.

The result is that when you add a new domain, a HUP isn't sent to
qmail-send, so it doesn't register the new virtual domain entry in
rcpthosts and virtualdomains and bounces mail for any newly added (by
vqadmin) domain until you HUP qmail-send manually...
