I forgot to tell that those 20 users (individuals) actually exist.
I also want them to get those mails.

Then there are 2 users whose mails don't need to be forwarded to anybody.
(that makes it 20+2 = 22 users)

If I make a cache all account, all the mails will be forwarded to that account
Which I don't want.

And that is where problem crops up.

That leaves me with only one solution.

Specify each address in .qmail-default if that is allowed.

Any thoughts?

You can install qmailadmin then
create a mailing-list,
add your 3 users to that mailing-list,
forward each of your 20 users to that mailing-list.
create a mailing-list,
add the 3 users to that ML,
create a catch all account that forward to the mailing list,
delete the 20 users.

You should do with .qmail-whatever files but I am a lazy bastard that like web interfaces
