So I think that means that vpopmail has to be there and able to run programmers. (oh I've also su - into vpopmail etc..) Can anyone help me figure out what's wrong here?

Hi Carl,
Not sure if you meant that you saw vpopmail in /etc/group, but I believe that group should be vchkpw.
user vpopmail
group vchkpw
Check that out.
