He could use mysql itself, depending on making sure the fields
the right order, and one user per line
mysql, use database vpopmail, then :
LOAD DATA INFILE '/path/to/FILENAME.CSV' INTO TABLE vpopmail FIELDS
TERMINATED BY ',' LINES TERMINATED BY '\n';
