VCL-63
Changed the following notify() message from CRITICAL to OK:
image claims group access but membership is 0, usergrouid: 
$imagemeta_usergroupid, only adding requester

This message occurs when an image has a group specified but the group has 0 
members. There's no reason for this to be a CRITICAL message.
