VCL-301
Removed tools/Windows_Version_7 directory. It was created not realizing Windows
7 is actually version 6.1. The Windows 7 files will be changed to inherit from
Version_6. Moved My_Computer_Reg_Perms.inf to Windows_Version_6/Security.
