I'm going to go ahead and officially end this VOTE thread.
There were only 2 votes which were both +1, which isn't enough to pass.
However, even if there were more votes, there was enough discussion about 3rd
party licensing issues to conclude more work was needed in explaining how
dependencies are licensed. We'll be doing another RC to deal with the issues
discussed in this thread.
