There is currently no way of simply disabling this behavior. You would need to modify the code to keep it from happening. This would definitely require changes to the backend, and might require changes to the frontend. The backend would need to shut down and possibly unregister any running VMs. The frontend would need to consider the VMs as not being preloaded. But that part might be accomplished by just setting the currentimageid for the computer in the computer table to the noimage image.
