Gerhard,

I think you are asking the max number of seats someone can request for an 
individual block allocation.  If so, that number is set in conf.php.  Look for 
MAX_BLOCK_MACHINES.

Right now, it is up to the admins that create and approve block allocations to 
ensure there are enough machines to handle a new block allocation.

Having a configurable percentage of available resources as a constraint is a 
great idea, though realize the number of available resources fluctuates based 
on machines failing, being placed in maintenance, or being used up by long 
term reservations.  If you'd like to see that feature added in, please create 
a JIRA issue for it at
