Probably because there is a time period in patents in which they can be easily 
rejected/removed/dispatented called "opposition period". I time period is 9 
months, and during that time it is very easi to say to the patent office "that 
isn't patentable feature, or that feature has been published earlier if it is 
really published before date in patent application" etc.

Grounds for opposition

178 Opposition may only be filed on the grounds that:
        
· the patent's subject-matter is not patentable within the terms of Articles 
52-57
· the patent does not disclose the invention clearly and completely enough for 
it to be carried out by a skilled person
· the patent's subject-matter extends beyond the content of the application as 
filed.
