The broadcaster chose to encode this line which was part of the
original video. So after correct decoding the line appears in the

Typically, this line is in the overscan area of the image. Simply
zoom the video a bit and it will fall outside of the visible area.
In case you can receive this channel:
you'll see marks indicating overscan areas at 1 %, 2 %, 3 %, 4 %
and 5 % of the image.
