audio track in the stream, requiring a switch each time.

Is it possible to make VDR default to automatically pick the highest
quality (e.g. 5.1>  stereo) local-language tagged audio track?

You could try to set the preferred audio language to "English" in
Setup/DVB. It should then automatically select the track marked
with "eng" over the one marked with "NAR".
