That's empty because in Fedora vdsm uses the now-standard systemd
/lib/systemd/system/vdsmd.service

which for some reason fails to start.  Is libvirtd running?
systemctl status libvirtd.service
and the rest of dependencies listed in
Requires=multipathd.service libvirtd.service ntpd.service network.service
