Suppress generating .py{c,o} files when 'make check'
Set PYTHONDONTWRITEBYTECODE=1 to suppress generating bytecode. Sometimes
a .py file is missing but the corresponding bytecode file exists, so
unit test can still successfully run, giving false negatives.
