skip testPersistentBackup test, if 'vdsm' account is not created In configNetwork moudle, _persistentBackup needs to get the uid of 'vdsm' account. If the 'vdsm' account is not created and when the vdsm is builded, it will report test "ERROR". This is not resonable, the test should be skiped.
