yes.  you can initialize Velocity with a j.u.Properties object.   I have a touch more cleanup on that, but will post an API doc for developers later tonight on that.

    a properties file? EJB stipulates that the java
    file i/o cannot be used, so supplying explicit properties
    via a java.util.Properties is most useful when
    you wish to use Velocity inside a Session Bean.
