How can I view the result of velocity with IE

How are you.
I have a question about velocity. For all of the examples, I can only view the result 
by excuting *.bat in command window of windows 2000. How can I view the result with 
IE? If I add some vtl in a html file, how should I name it, *.html or *.vtl or 
anything else?

It's very kind of you to anwser my questions and introduce me something more of using 
velocity in windows 2000 to create a web site.
