This makes velocity use this encoding even on localized OSes (ie, Chinese
version of Windows, Unixes with LC_ALL or etc set to locales other than en).
This isn't the desired behavior. Using system property "file.encoding" will do
! the right thing.

! ------- Additional Comments From [EMAIL PROTECTED] 2001-08-30 02:16 -------
! 1) You can set input.encoding and output.encoding to be whatever you
! want via properties file or direct setting before initialization. We know we
! should have set it to be the system property, and will do so in the future if
! it doesn't harm existing users. Either way, again, you can set it yourself.
!
! 2) output.encoding only applies to Anakia and the included convenience
! class, VelocityServlet - it had no effect on the core Velocity engine, which
! expects a Writer for rendering.
!
! 3) I there something this prevents you from doing?
!
! I will mark this as 'WONTFIX" until we hear back from you.
