 I could guess why it happens.  It would be an extraordinary event if the 
default properties weren't found (in the vel jar) or it didn't contain the 
default value for the logger.

Velocity doesn't need to have a velocity.properties file present to start or 
run - all default parameters are included in the system.

When I asked for the situation that you had, I wanted to make sure that it 
was fixed for you, nothing is 'damaged' in the source distro, and if there is 
some kind of usage pattern that we can't handle.
