It would be an extraordinary event if the default properties weren't found (in the vel jar) or it didn't contain the default value for the logger. Velocity doesn't need to have a velocity.properties file present to start or run - all default parameters are included in the system. When I asked for the situation that you had, I wanted to make sure that it was fixed for you, nothing is 'damaged' in the source distro, and if there is some kind of usage pattern that we can't handle.
