I agree with you on the class hierarchy - so we should make sure that is
right.  (That way we can fold things together later if we want...)

However, I think the project layout does affect people's perception.  With
/struts as a 'first class citizen' in -tools, then maybe it will help people
realize that it's more than a few tools that were thrown together, but
something with real thinking, design and support around it.  Which it really
is - I mean, we went a few rounds, and then you came up with the way to
support Struts 1.0, all w/o any changes or additions in Struts-land.
