That would be *less* of a kludge?

I think that it's one thing to disable a default directive (which is what Include 
is...) from 
being loaded.  it's another to arbitrarily change the fundamental syntax, which a 
settable 
'directive indicator' (or whatever you want to call'#') would be.

Can we take this conversation to the list?  Bugzilla sucks for this...
