I doubt you will get much help with this email, because you have broken 
two rules of netiquette. First, you have posted on the wrong maillist. 
This is the list for the development of Velocity. You want to use 
Velocity, so you need post to the user list. Please re-read the maillist 
guidelines at  http://jakarta.apache.org/site/mail.html.

Your second mistake is that you didn't ask a smart question. Please read 
Eric Raymond  "How To Ask Questions The Smart Way" at 
http://www.tuxedo.org/~esr/faqs/smart-questions.html. You see that 
instead of saying "How do I use Velocity in Tomcat". You should ask a 
questions like the following:

    I've read the developer's manual and the VTL guide, but I'm stuck on
    getting my velocity.properties file read. I have it placed in
    /WEB-INF/conf directory of my web application... Can you guy get me
    a pointer.

Notice that my sample question is a specific problem. I've shown that 
I'm doing working on solving my problem myself by reading the known 
documenation.  Yet, I just need a pointer. Your email doesn't even 
mention that you've read the documenation. Nor do we know what the 
issues is? How can we help you without a detailed problem to solve? 
Remember this a voluntary project, so there is a chance that no one will 
respond. The good news is that Velocity is one of most active and 
support projects I've seen. It seems like someone is always willing help 
out.

I suggest reading over Geir Magnusson Jr's Java World article @ 
http://www.javaworld.com/javaworld/jw-12-2001/jw-1228-velocity.html on 
Velocity first. I found this very helpful in getting this up to speed. 
Next, I suggest that you look at the Velocity documents. If you still 
have a problems post them to user list.
