I know these patches have been discussed - can anyone point me to the discussions? I'd like to make a decision about using 1.3.1 vs 1.3.2 for the immediate future.
Actually, they weren't discussed. They were fixes backported from 1.4. What we'll do is list them in the 1.3.2 changelog so people can make an informed choice.

As above, does a list of changes from 1.3 to 1.4 exist anywhere yet?
Sure - all in the changelog. Always are.

Does anyone (Nathan?) want to discuss what impact this might have on the tools subproject? Would it be nice to get a Tools release out that works with 1.4? Or wait for 1.5?
I think there will be no effect as we wouldn't want to break anything with a 1.x release. (We'd be really dumb if we did :)
The only problems I can see will be with the numerics, and that's going to be an interesting discussion, as always :)
