Yes, it needs to be cut. I don't have time to do it. Geir is apparently traveling the globe on business. Would someone like to volunteer to help with the 1.3.1 final release? Off the cuff, I'd say we need something like the following (Geir can fill in on what I'm missing):

o Assure that the release notes are correct, comparing them against
  the CVS logs between the VEL_1_3_BRANCH and VEL_1_3 tags.  There are
  scripts floating around on the Internet (one by Karl Fogel, in
  particular) for making this an easier task.

o Find the last release announcement in list archives and recycle it
  with the information for 1.3.1.

o Prepare whatever possible in line from the description on
<http://maven.apache.org/development/release-process.html> which isn't
called out explicitly here.


o Become familiar with rolling the .zip and .tar.gz source and binary
  bundles for upload to apache.org, so that when I tag the release you
  can pull the trigger on the files and someone can upload'em.

o Create a Bugzilla query for all issues with milestones less than
  1.4, and provide the URL so that I can move them to a future release.

What am I missing?  Anyone feel up to taking on portions of these
release management tasks?
