Built this exactly as you described (except on Win XP / JDK 1.4.2 / Eclipse 
2.1), even with unix style newlines in test.properties.  App ran with no 
exceptions.  

There must be something peculiar about your setup.  If you build the app, then 
run it from the command line (instead of from within Eclipse) do you still see 
this error?  Sometimes IDE's can interfere in odd ways when running code.  

I'm going to resolve this as "works for me" as it's apparently not a Velocity 
bug.  Let's continue the discussion on the "velocity-user" list, although I'm 
out of ideas myself.
