I'm not a DVSL expert, I'll leave it to someone else to dig into it. But look at the Anakia patch for ideas. Though it may be completely different if it's dom4j vs. JDOM.
It's worth figuring this out, It's likely not a Subversion issue but rather the tools you are using.

A) Upgrade to JDOM 1.0
B) Upgrade to the latest subversion version of Velocity.
If you make these two changes, then anakia (on Windows) should generate the
correct line endings.
I spent a fair amount of time tinkering with this. If it doesn't work, speak up and I'll take another look at it.
The problem is, Tools uses DVSL to create it's docs, which uses dom4j. I guess it has the same problem, i.e. created line endings aren't that of the platform's default.
