a quick, potentially pointless comment:
i've never really like bugzilla.  i've never used jira.  i don't even
know who has the power to make this decision or the switch.  but i'm
up for it.  just on hearsay, i like jira better than bugzilla.  and
i'm fine with velocity and veltools being separate projects in jira as
long as it is possible to switch tickets between the two.
