Velocity is a generic templating language, but a large amount of the use is for HTML and XML. It's been discussed on the list before to add a text filtering mechanism that would (among other things) add entity escaping capability. I don't think we're ready to add this in, but I wouldn't rule out a class of directives (analagous to the event cartridges) that does text transformation.
