Hi Jake, it's something we've talked about, but haven't implemented here. i'm fairly certain the WebWork guys have (or, at least, had) support for using tags in velocity templates as part of their framework, but i haven't looked at that recently.
another alternative some have discussed in regards to this is using the ImportTool (http://jakarta.apache.org/velocity/tools/view/ImportTool.html) to include content from other view technologies. jsp tags would presumably fall into this category.
