It's a volunteer org... so I what you folks did was cool. 

I hope that after the massive cleanup Will is doing now (Go Will!!!)
that issues will be more visible when reported, and we can get the
reporter to file a test case when it's fresh in their mind.

For policy -- I think it's fine to ask the user for an update, and then
mark cannot reproduce and close it out if there isn't a response in a
few weeks. Unless the bug is fairly nasty and somebody else can step up
and help provide a test case.
