Yep. Each quarter Jakarta has to report on the goings on to the board. The simplest way found to do that is for each subproject that has an event, to include a subproject report in the main report. I then fill in the larger issues.
What we're looking for is something that explains the reasons behind the release, and any other news from the project. Why was 1.2 released, are you working on 1.3 or 2.0 next etc. If you take a look at the previous reports (http://jakarta.apache.org/site/pmc/board-reports.html) you'll see a lot of examples.
