I just fixed that. The problem was that last night, when Dave was
adding the cool config stuff, VelocityProperties.java was moved from
velocity/util to velocity/configuration but (I think) he left a copy in
his util directory. So his builds worked because of the copy left back
in util. This is my theory.
(This also happens when you do a cvs update and something was moved,
because cvs doesn't remove the copy in the old location. right?)

The CVS tree does build and test cleanly now.
