Apparently I've got a stale velocity version in the eclipse classpath somehow that's overriding the new version. Servlet runs fine standalone but fails in eclipse. Thanks for the help! I'll sort it out.

Good catch! I fixed that, but am still getting exactly the same problem. Note that the message explicitly complains "Encountered "and" at line 2, column 15.", and "and" isn't in the list of things its expecting.
