Depends whom you ask: clearly no one can stop you from posting sales/marketing notices for your products. I like it when people obey the guidelines for Apache mailing lists (as defined here: http://jakarta.apache.org/site/mail.html), which do not include unsolicited advertising. It's nice that your product is free and open-source, and congratulations on having a version available for the public. But I get so much mail on these mailing lists (I'm a moderator for a few as well, including a couple that are have much more traffic than velocity-user) that I'm sensitive to (what are, in my opinion) inappropriate uses.
