Six hour later, I finally figured out that I had to have:
input.encoding=UTF-8
output.encoding=UTF-8
default.contentType=text/html; charset=utf-8
in the velocity.properties file
Hope that my talking to myself in this thread helps someone else find a
solution in the archives one day.
